CHOICES Adoption & Counselling Services
CHOICES is committed to providing a professional comphrehensive, client centered adoption service which best meets the needs of everyone in the adoption constellation with paramount consideration given to the best interests of the child.
Process
- Complete home study with CHOICES Social Worker (approx. 3 months)
- Apply to sponsor your adopted child with Citizenship and Immigration Canada (at same time as home study is being done)

At completion of home study, submit documents listed on DOSSIER REQUIREMENTS to CHOICES for processing. The steps in the dossier processing are as follows:
- Assembling and notarizing dossier
- Translation of dossier
- Authentication with Order In Council and Society of Notaries Public
- Legalization with Department of Foreign Affairs
- Legalization with Russian Consulate in Ottawa
- Courier dossier to appropriate regional coordinator in Russia - one week
- Wait for child referral/invitation to the Ministry
- First visit to meet child, social worker, orphanage director, complete immigration medical, sign necessary documents in Russia (5-7 days)
- Return to Canada to complete necessary paperwork here, while child's documents for court are processed in Russia (total wait time between trips approx 10-12 weeks)
- Return to Russia for second trip to attend court and complete adoption. Both parents must attend court. 10 business day waiting period applies to all adoptions in Russia now. Total for second trip is usually 3-4 weeks.
- Return home with adopted child, apply for citizenship and Canadian passport.
