Process

  1. Register with CHOICES and complete your home study with a CHOICES Social Worker (approximately 3 months);
  2. Apply to sponsor your adopted child with Citizenship and Immigration Canada (as the same time as your home study is being completed)
  3. Once we receive your application and the home study, CHOICES will guide you through all phases of the adoption process by assisting you in completing your paperwork and preparing your dossier. Once the dossier is complete it will be sent to the Ministry of Children and Family Development (MCFD) for approval before being sent to the Central Adoption Resource Agency (CARA) in India. A copy of the dossier may be forwarded to the Recognition of Indian Placement Agency (RIPA)/orphanage in India or to the facilitator. Please note that in some circumstances, an outside facilitator is utilized by prospective adoptive parents to ensure that the Indian requirements are completed.
  4. Once the RIPA has successfully matched a prospective family to a child, it will notify CARA and request a “No Objection Certificate” or NOC. CARA sends proposals to MCFD before being forwarded to CHOICES and the prospective adoptive parents. Once the proposal has been accepted by the prospective adoptive parents, CHOICES will request a Letter of No Objection (LONO) from MCFD. Canada Immigration will be notified that the LONO has been issued.
  5. Upon receipt of the NOC from CARA, the RIPA can petition the court for consent to adopt. Once the adoption order is approved by the court, the RIPA is able to apply for a passport for the child and then request a VISA.
  6. Once approved, the prospective adoptive parents must travel to India. Please note that more than one trip to India may be required depending upon the orphanage and it is suggested that a 3-4 week stay in India is advised to ensure all requirements are completed.
  7. Post-placement reports are required quarterly for the first 2 years after a child arrives home and then semi-annually for the next 3 years. The first 3 post placement reports must be completed by a licensed social worker.
